Rafael “Rafa” Carrasco holds dual titles and responsibilities as a member of the Company’s senior leadership team. As President of WM Healthcare Solutions, Rafa oversees the performance of the regulated medical waste and secure information destruction businesses in North America and Europe. As Senior Vice President – Enterprise Strategy, he oversees critical long-term growth and risk management initiatives for the Company, including network planning, innovation, and corporate development.
Carrasco formerly served as Senior Vice President for Operations overseeing all operations in the eastern half of North America, including oversight of collection, disposal, recycling and landfills. Prior to that he served as Area Vice President for Waste Management of the Greater Mid Atlantic with responsibility for all profit and loss aspects of the Company’s operations in Eastern Pennsylvania, Delaware, New Jersey, and the Boroughs of New York City. He’s also served previously in a similar role as Area Vice President of Eastern Canada, and early in his tenure he briefly directed the Company’s Bagster unit as Vice President – Special Projects.
Before joining Waste Management in 2016, Carrasco worked 7 years as an executive for Sims Metal Management, serving in several commercial and operational roles, before ultimately taking the reins of Sims’s businesses in Texas and Oklahoma. Prior to this, Rafa spent 13 years in private industry as co- founder of a U.S. Government and Defense Contractor, which provided vessel remediation, dismantling and recycling for obsolete civilian and military ships.
After leaving his native Colombia, Rafa received a BBA and MBA from the University of Houston, while lettering four years as a Division I basketball athlete.
